The Governor's transmittal letter dated February 3, 2014, follows:                                                              
                                                                                                                                
"Dear Speaker Chenault:                                                                                                         
                                                                                                                                
Under the authority of Article III, Section 18 of the Alaska                                                                    
Constitution, I am transmitting a bill relating to supplemental                                                                 
appropriations for the State's operating and capital budgets for Fiscal                                                         
Year 2014 (FY 2014).                                                                                                            
                                                                                                                                
The supplemental budget reflects my direction to State agencies to                                                              
manage programs within the existing budget. Accordingly, we bring                                                               
forward a limited number of requests that were not anticipated when                                                             
the FY 2014 budget was considered during the 2013 legislative                                                                   
session. Fire suppression, disaster relief, and emergency repairs                                                               
constitute the largest portion of the supplemental request.
